A fire broke out in the turbine building of Onagawa nuclear plant in Miyagi Prefecture, Japan, on Friday after an 8.9-magnitude earthquake triggered a huge tsunami.

Local media reported at least 32 deaths, with more casualties feared. And the 8.9-magnitude quake, which struck at 2:46 p.m., prompted the U.S. National Weather Service to issue a tsunami warning for at least 20 countries.

Hawaii and other parts of the Pacific are braced for a destructive tsunami caused by the massive Japanese earthquake.
Tsunami sirens have been sounded and coastal areas have been evacuated in Hawaii, where the first waves are expected to hit at about 3am (1300 GMT) on Friday.

The government’s response to the Kobe earthquake was chaotic. A cabinet meeting that morning was told that a quake had hit the ancient city of Kyoto – 50 miles from the actual scene. Communications collapsed and more accurate information trickled out only slowly.
Unlike in the latest quake, politicians dithered over whether to call in the Self Defence Forces because of pacifist antipathy towards the military.
